Nickelodeon had a deal with Netflix to distribute new movies based on their properties before the merger which is what this was a part of, but in between then and the intended release date, Viacom and CBS merged to form the current version of Paramount who intend to release everything on Paramount+ (formerly CBS All-Access). The movie probably already exists in a distributable form but I think Paramount is waiting for the Nickelodeon/Netflix deal to expire just so they can release it on Paramount+ instead.

Would makes sense if it wasn't for one thing... that Loud House Netflix movie that was also a part of that deal, announced alongside the Rise movie, and was likewise set to be released last summer did so as planned with no issue.
