Who drew the box art for the Turtles in time SNES release?

It is a pretty striking piece, but I'm unsure of the artists responsible.

He did the cover for TMNT3: Radical Rescue for the Game boy as well. There was an hi-res scan of his painting on his instagram page.

That would be cool, though my own personal bias would be for Michael Dooney to do the cover. Besides that, who knows if duBois even would, especially since I think he only ever did back then because he was a Konami employee, and Shredder's Revenge would have zero involvement from them.

Yes. He did pretty much all the konami covers of the 16 bits era that matter.

But who drew the Manhattan Project box art? (with the Turtles fighting a Triceraton, despite the Triceratons aren't in the game)
