No Splinter hasn't been confirmed but I guess that's due to whoever is playing him has only done indoor filming and the actor hasn't been officially confirmed yet.

I guess they brought all that stuff from the old lair. They probably found all the junk due to people dumping it somewhere.

I don't know why you guys being picky over this when in the cartoons and comics they have found a lot of junk and used it.

In other versions, Splinter didn't throttle them just for going out. So it was a little bit easier to believe they could have found or scavenged all that stuff. Not so much within this universe's story.
