To rip sprites you need:

An emulator/ROM to play the game
Then take screenshots
Edit/crop the images in an image program
To animate them you need an animation program as well

I love ripping sprites myself.

I haven't gotten around to downloading a GBA emulator yet, but I should. You get some good stuff with that.

One of these days I may be as good at ripping sprites as orochichimera.

The newer GBA emulators work well.

As for sprite ripping, just like anything else, the more you do it the easier it becomes.
