The movie has already been commissioned and scripted and paid for. "Forever" showed up to be part of TMNT '03. "Rise" was cancelled early and I'll say that this movie was originally meant to intersect "Rise" while it was airing just like Forever did.
But it has to show up. It's been developed already.

Paramount just announced a whole bunch of new movies/shows today including Seth Rogen's TMNT movies, but nothing was said about the Rise movie that has been done for awhile now. I mean are they really sweeping it under the rug at this point?

All the announcements were related to the streaming service Paramount+, they made a bunch of Paramount+ announcements, why would they mention anything about their competition Netflix.

Eh, but still a blank placeholder page last I looked, so how close is actually "close"? This is Netflix we're talking about who seems to work on a different measure of time, so I'm not sure how long "so close" is by Netflix standards.
 That is, after all, the service that will say "details coming soon" for many months on upcoming things.

This may never, ever come out. Projects get shelved sometimes, never to see the light of day. I hope this does come out, but there's a possibility that it won't.
Netflix preview pages have no bearing on how near or far something's alleged release is. |

Of course the movie is coming out, they just don't know what to do with it since it's a movie to a failed tv show and it missed any window where it could've still been relevant so they just don't know when to dump it onto streaming quietly.
The only reason the whole "It's ALMOST done this tome for real! is if the following quote is true and literally only Josh the Intern got the job to finish the movie after the series was cancelled and he has been working on it only whenever he has time after his other duties at his job. Quote:

I only watched three episodes of Rise and decided it just wasn't for me but I can't help but feel for the few fans that did enjoy the show that there is a a whole movie finished but Nickelodeon is holding off on releasing it for seemingly no good reason.

It was supposed to come out 2 years ago, if it isn't complete did they keep only 1 person working on the movie after the cartoon was cancelled? is that what's keeping him from finishing his work? At least the end credits won't take long:
