Maybe, but Moffat is apparently a big fan of what The Master was like in the 80s, where he would be involved in an impossible no-win situation, and come back a few stories later with no explanation of how he got away

The big rumor about next year's series is it will be the last series handled by Steven Moffat. I've also heard Neil Gaiman will be back for another episode

The Real Reason Why Christopher Eccleston Left 'Doctor Who'

In a recent interview with the Radio Times, he expanded on that, and his falling out with then showrunner Russell T. Davies. It was apparently about his accent:
“I wanted to move him away from RP [received pronunciation] for the first time because we shouldn’t make a correlation between intellect and accent, although that still needs addressing,” he said, adding “‘I hope I’ll be remembered as one of the Doctors. I have no ill feeling towards the character or the series.”

"The personal is political," as they say. It wasn't just the accent, but the ubiquitous classism that accents hint at.

But yeah...that's kind of how I feel.
Nine was my favorite Doctor, and to lose him because the higher ups didn't think that a character who changes faces and voices shouldn't change accents.

Man...I would have LOVED to have Tennent use his native accent.
That would have been awesome!

We kind of have the same issue here in the states. Cap doesn't sound like he's from Brooklyn, which he kind of should.
