Utrom Shredder aka Chr'ell
Karai
Demon/Tengu Shredder aka Oroku Saki
Cyber Shredder
CGI Shredder (2012)
Personally I think it's tough contest but 2012 Shredder did something twisted killed Splinter's wife and made Splinter believe his daughter was dead when really he raised her as Karai and poisoned her against Splinter then gloated about in front him so that alone puts him in the lead.
The other shredders are proven to be equally ruthless Utrom Shredder pretty much killed or dismembered anyone that failed him. And Tengu Shredder was twisted in that he used Karai's love of her father to take advantage all in all I'd say these three Shredder's are tied. However it can be argued that they are capable of the same evil as 2012 Shredder and vice versa.
Utrom Shreder eventually wanted to DESTROY THE ENITRE MULTIVERSE.

Nah, but he was a lot more believable, so he has that going for him. Even as a kid I always thought of cartoon Shredder as a buffoon, one of the most impotent, useless villains I'd ever seen, but I liked the "idea" of his character. When I saw the movie I was like "Damn, now see, THAT is how Shredder should be." I still kind of see that Shredder in my mind when I think of Shredder.
Since then they've had to re-up the "Evil Quotient" with each new interpretation, sometimes going a wee bit overboard. It could easily be argued that Ch'Rell was the most generically "Evil", since Evil was literally his entire motive and reason to exist, but at the same time that's something that's strictly for cartoons and would never happen in the real world.
Jury's still out, but possibly the Nick Shredder could be the most evil. He does kick pretty low, turning a guy's kids against him and all. He must have watched the "Best Of Raven In ECW: How To Be An Evil Jerk And Turn Your Enemies' Kids Into Your Brainwashed Slaves For Fun And Profit" DVD. :lol:

Next choice would be the Tengu shredder, he was pretty evil to the core, no hint of sentiment in him unlike Ch'rell.

As I said in the other thread, obviously Ch'rell is the most "evil" Shredder... but that's by no means an accolade awarding him "best Shredder" or even "best character that has been Shredder." In fact, Ch'rell is pretty paper thin as a character in terms of dimensions and motivation.

Most evil? Or most dangerous? That easily goes to OT Shredder who was an imcompentent boob with the world's most dangerous toys.
Evil?...I guess Nick not really sure, certainly not any comic versions of the character.
Ah, yeah, actually original Mirage Shredder wasn't that much worse then Yoshi himself, his revenge was somewhat legitimate. He was involved in organized crime, but so as Yoshi, and the Foot itself as assasin ninjas.
From Shredder's view, Yoshi killed his brother, then abused four children's life by raising them up for only one reason, to murder Saki. So how's Splinter any better then Saki?
Anyway, I don't believe in such things as evil or sin...
About Utrom Shredder... He was about totally insane, without any explicable motivation. Mental illness is not "evil", he should just have a treatment, or stop doing coke.

While I'm with you on that, I'll thrown in another vote for "easily Ch'rell, but that doesn't necessarily make him interesting."
His entire motivation basically boiled down to sadism, egotism and conquest. Only briefly, in the moments when he conflated his own identity with that of Oroku Saki, and when he became insane with vengeance toward the end, was that ever remotely engaging. He was a lot more fun outside his exo-suit.

Even though we've had a similar topic to this, I'll still say Ch'rell, but as I said before as well as everyone else, he's far from interesting because of it.
Being 'evil' has never been nor should be a personality trait, it's only a moral alignment. Do we like the Turtles just because their 'the good guys?' Of course not. They each have distinct and personalities that are not fully dictated by their moral stance. It's the same with villains or anti-heroes. If they live or act by their moral alignment alone, then you're just making them a walking-talking trope of themselves and nothing memorable is made about them.

My compliments man, i though to open a thread about the most evil Shredder.
Whel i going to list from the most evil to the least evil.
1) Chr'ell: He acts without conscience. Before turned the Shredder, was responsible of millions if not billions of death. He kills Jhon a purple dragon lider in the first episode, when Jhon just was a incompetent minion, the way he maimed Baxter, is an idea who cruel and sadist is Shredder, at the point to feel pitty for Baxter. Another example of sadist and lack of honor is when he tried to kill Leo when he was fallen because his previous fight. In Mission Gravity was willing to trap and kills millions to get the Triceraton engine even it could be gotten without killing anyone. In TMNT Forverer he tried to errase the multiuniverse. Cyber Shredder is a mere copy or extention of him.
2) Tengu Shredder: He betrays his clan fellows when he joined with the demon Shredder because of power. He is as sadist as Ultrom Shredder, even with his own minions. Tengu Shredder is as evil as Utron Shredder.
3) Shredder Nick: Like Shredder the movies, he kills Tan Shang because of jelaous, but the most despicable act is when he raised Miwa/Karai, and sowed hate in her heart against Hamato Yoshi/Splinter, his true father. When Karai/Miwa expressed her hate on Hamato Yoshi, Shredder made a smile. It was quite sadists and evil as well a saddest scene to Hamato Yoshi. I think this relation is borrow of the movie. Shredder was willing to allow the Kraang to conquer the earth only to get his revenge on Splinter, although he doesn't do the damage by himself, he allow it happend, it made him nearly as evil as Ultron Shredder.
4) Shredder from the Movie: He didn't do high damage as the mentionated above, but the way he does his misdeed are applied by scum real life. He use childrens and teens to commit crimes, even manipulated them putting them against his parents. An example was Danny who was a confuse teen who has problems with his father Charles. The Shredder didn't care this teens or childrens, in fact was willing to destroys families to get benefits. And he kills Tan Shang and Hamato Yoshi because of jelaous.
5) Shredder IDW: He threated to kill his own grandaughter, and he put Leonardo against his father (in some way it was borrow of the movie) in a brainwashed. In the past he killed his his own father and turned into a dangerous and dishonorable leader, to the point to kill Hamato Yoshi and his family which they had nothing to do with the clan.
6) Shredder Archie Comics: He is a far more ingenious and cunning (As the Shredder from FW in the first and second season when he was a great threat).
7) Shredder FW although his is the most incompetent Shredder in the franshine (along with Shredder Next Mutation), he did some nasty deeds, such in ep 12 (Enter the Fly), was willing to let Arpil to die even when the Turtles present to his request.
8 ) Shredder Next Mutations is a joke and incompetent like Shredder FW. But he is still evil.
9) Shredder Mirage Comics, he was more threat and competent than Shredder FW, despiste he was killed in the first issue. But he could be the less evil, aside Shredder from Comes out of Shell. His vendetta to Hamato Yoshi is in some way justificable, although he turned into dangerous criminal, but the root is because Hamato Yoshi killed Oroku Nagi, his brother, seemly he loved his brother. It doesn't help the foot clan sowed hate and revange in his heart.
10)The Shredder from Comes out of Shell, he only try to destroy ... the music, even he talked back some kids asking his name, it was the most comical and least evil Shredder.

It would have to be a tie between 2k3 & 2k12 Shredder. 2k3 may have wanted to destroy the entire multiverse, but 2k12 is so obsessed with killing Splinter and the Turtles that he gave April over to the Kraang AND he kidnapped Miwa and basically brainwashed her into hating Yoshi.

Ch'rell and Tengu clearly is the most evil of the Shredders, their alignment is very Chaotic Evil, heck Tengu is even a demon, so theres that.
Chaotic Evil is referred to as the "Destroyer" or "Demonic" alignment. Characters of this alignment tend to have no respect for rules, other people's lives, or anything but their own desires, which are typically selfish and cruel. They set a high value on personal freedom, but do not have any regard for the lives or freedom of other people. They do not work well in groups, as they resent being given orders, and usually behave themselves only out of fear of punishment.
It is not compulsory for a Chaotic Evil character to be constantly performing sadistic acts just for the sake of being evil, or constantly disobeying orders just for the sake of causing chaos. They do however enjoy the suffering of others, and view honor and self-discipline as weaknesses. Serial killers and monsters of limited intelligence are typically Chaotic Evil.
The rest of the Shredders are Neutral Evil, but that might make them more unreliable and unpredictable then the Utrom and Tengu Shredder.
Neutral Evil is called the "Malefactor" alignment. Characters of this alignment are typically selfish and have no qualms about turning on their allies-of-the-moment, and usually make allies primarily to further their own goals. They have no compunctions about harming others to get what they want, but neither will they go out of their way to cause carnage or mayhem when they see no direct benefit to it. They abide by laws for only as long as it is convenient for them. A villain of this alignment can be more dangerous than either Lawful or Chaotic Evil characters, since she or he is neither bound by any sort of honor or tradition nor disorganized and pointlessly violent. Another valid interpretation of Neutral Evil holds up evil as an ideal, doing evil for evil's sake and trying to spread its influence.
Examples are an assassin who has little regard for formal laws but does not needlessly kill, a henchman who plots behind her or his superior's back, or a mercenary who switches sides if made a better offer. An example of the second type of Neutral Evil would be a masked killer who strikes only for the sake of causing fear and distrust in the community.

Utrom Shredder was the most evil, OT Shredder was the best parody and the funniest, Tegu Shredder was the most powerful, Mirage shredder was the most justified, Movie Shredder and Next mutation shredder were just... there. Archie Shredder and IDW Shredder are decent and competent villans, but the crown for best shredder, so far in my opinion, goes to Nick Shredder.

I remember when he bleached his hair an ungodly shade because he had to shave it off for the Punisher movie, then lost the hair vs. hair match to Jericho to explain it. Like, uhhh, of course you're going to lose, otherwise you turned your hair into straw for no damn good reason. :lol:
Other than that one misstep, though, his hair's adventures are indeed the stuff of legend. He really is the best there is at everything there is.

To his credit, OT Shredder still wanted to kill the tmnt and rule the world, it was done in a sillier medium but it doesn't make any of his death traps any less gruesome had the heroes not escaped just in time. I remember the ep he caught April in free fall, took the ring he needed from her and then let her go again, basically dropping her to her death and laughing about it.
Most evil? Debatable.
I think we can all agree that CYBER SHREDDER was the best Shredder.

chrell is definitely the most evil. he's a mass murdering psychopath with no ability to care about any other living being beyond the capacity they have for serving him. karai may be an exception but even she gets a beating if she mouths off enough. nick shredders the runner up because there is really something twisted about killing a childs mother than kidnapping her and raising her to bow down to you and do your bidding and also hate her birth father. movie shredder would be third but I feel that both the 03 and nick versions are basically his character turned up to 11 in different ways

I don't really consider that on the level of mass genocide, personally. I can see your point, but it lies more in emotion than history e.g. going by your logic you could use that reasoning to say someone is more evil than Hitler or Stalin. Where you might have a point is that your 'fake dad' is your mum's murderer. I still don't consider it as evil as Ch'rell though.
And as shreddinghead says, I'm sure the other Shredders would have zero problem doing that to someone else's daughter if the situation presented itself and it benefited them.

I can see your point but I think given their personalities Tengu Shredder is more likely to do what Nick Shredder did. Chr'ell seemed more like the "I'll just kill your loved ones." type but Tengu Shredder seeing as how he used Karai's love for her father to get to her is deffinately capable of the same thing.
I also measure a villain's evilness in a sort of quality vs quantity like it's not just how many people they kill or torture but how they do. I have this system because just about any villain can commit acts of Murder. Though I agree each Shredder would do the same if given the chance.
