The story opens with scenes of shadowy (turtley?) figures committing crimes in Springfield, NH. The narrator says he is the one causing the crimes to be committed...and he is "The Decider" (he then proceeds to say that umpteen million times throughout the story, leading me to wonder if he's Cryin' Hound's long lost brother or something). Next we see the Turtles chillin' at the farm. Raph & Mike are watching the news, when a live report of the mayor of Springfield commenting on the recent crime spree comes on. He mentions that it's likely the alleged giant turtles are merely costumes, but shows some convenience store footage showing what looks like the boys in trench coats, threatening the store clerk with their weapons. Needless to say, everyone is nonplussed.

The Turtles go to Springfield to find out who is framing them, and who knows about them. They are on the rooftop of the building across from the recently robbed convenience store, when all of a sudden Mikey throws Raph off the roof, jumps down, and starts fighting him. Don turns on Leo. Splinter and Casey followed the Turtles there, Splinter saying he had seen something in their eyes (I guess it worried him). They proceed to break up the fights, and, realizing someone is exerting outside influence, head back to the farm to figure it out.

I can't remember what exactly happens here, but basically Splinter & Casey are talking and when Casey goes into the other room to serve food, he finds the Turtles have vamoosed. Splinter says they have to go to Springfield to fetch them.

The Turtles rob a bank, clad in their snazzy trench coats, and hoof it to city hall, secretly followed by Splinter & Casey. Casey thinks they should stop the Turtles from robbing the bank, but Splinter says it would be a better idea to find out who's controlling them. It turns out the mayor is controlling them via some sort of freaky voodoo mind control. It was by chance that he discovered their unique minds & bodies. He mentions how he controlled people's minds in order to win votes to get into office. However, some minds he just can't control; for instance the chief of police. He tells the Turtles to go home and get some sleep, for tomorrow night they will kill the chief.

Back at the farm, Splinter reveals what is going on, and proceeds to teach the boys how to focus their thoughts and keep the Decider from taking control. One night of practice doesn't seem to be enough, though, because the next evening they're staking out the police station, despite Casey's attempt to stop them by telling them to remember their training. Leo overhears a cop or someone say "case", which jogs his memory of Casey, which breaks the Decider's control over him. He quickly snaps the others out of it, and they form a plan.

The Turtles go to the Decider and tell him the chief is dead. The Decider dismisses them, and calls the news for an announcement. He says, on live TV, that the chief of police has been killed. At that point the chief rolls out and accuses the mayor of being unfit to hold office. The mayor runs back to his office and finds the Turtles there. He's happy to see them, and commands "sword turtle" to kill the chief for real, and "numchuk turtle" to do something else (I can't remember, but it's funny he said "numchuk"). The Turtles are like, up yours, and destroy the chess board. Raph's on the verge of reaming him a new one, when the police arrive, and they take the mayor away. The Turtles had called the police station and set up the deception. The last we see of the former mayor of Springfield, he is googly-eyed and babbling about giant turtles.

The chess board is what the Decider had in his office, and there were pieces shaped like the Turtles. I don't think there were any other pieces, and no significance to their placement or movement.

Why couldn't the chief be controlled? The Turtles are supposed to be strong of will, but they were easily manipulated. Why is the chief special, I wonder....?

Raph had to face the shadowed embodiment of his feelings, like feeling 2nd best compared to Leo.
