I remember going to sleep early just to see cartoons premiering on September of 91. I also member CBS had a special evening show of season 5's premiere at 10 o'clock. Unfortunately me and my family were shopping all that time I missed it.

That was Planet of the Turtleoids. It is not considered the premiere of season 5 nowadays because the Technodrome was already in the Arctic, as first established in "White Belt, Black Heart." If you missed it, you really didn't miss anything since it was out of possible continuity, and it was reran later on before the final new Season 5 episode aired.
To me, a "90s kid" would best relate to those born between 1983 and 1991. This is because typically, you recognize stuff between 3 and 12 growing up. 1982 and 1992 are borderline years, since it would mean that half of your 3-12 year period took place in the 80s and 00s, respectively. Those born in 1995 that only remember Pokemon and the first season of Spongebob and nothing before are '00s kids since the majority of things they watched as a kid were '00s things.
The OT TMNT core fans would skew toward the 1983 to 1987-born demographic, since the popularity peaked very early in the '90s in popularity. Because of this, the original core TMNT audience can better relate to early decade trends (as well as the late '80s) than later decade ones (As well as early '00s things). As a 1985er, I can better relate to 1988 and 1989 kids-oriented things than 2000 and 2001 kid-things, such as Yu-Gi-Oh and Dragonball Z
