Looks like an interesting design, I can't tell but is he bald on top?

Looks like a slightly more realistic version of Nick's design for Rat King.

I can't tell if its a skull cap or not

He is not like what I'd have done/imagined for an IDW Rat King redesign, but he is well done, and looks badass! :)
Judging from his clothes I have an impression that maybe he also has anchient japanese origin? It would be an interesting concept, if he were also sleeping in an Ooze filled casket somewhere, and he would draw Splinter to him, to free him, like Shredder did with Karai.

Awesome! Looking forward to seeing IDW's interpretation of him. From what we see here, I like his design. His menacing portrayal is right on, and it's sweet to see him on his throne.

Santalouco's cover should be really cool too.

I like the idea of the Rat King, but wasn't fully sold on nicks take.

I am definately excited that they are introducing him to te series. I hope its for a long run and not just a few issues. The only thing about this cover(not that it really bugs me but if I had to knit pick) would be that it does appear that he does not have the bandage wrapped around his nose which is in every incarnation of the character. We will see what the main design looks like and I will fully judge from there but other than that I dig this design and can't wait for the book to come out.

...another thing I just noticed, his right-side hand is a non-human rat hand.

I'm very excited for this! RK's design looks more Chinese than Japanese, though, and that (to me) is a good thing.

EDIT: Dang, Tazi beat me to it! Yes indeed, it looks like a rat claw. That's an amazing detail right there!

I find it funny Rat King has a supervillains smile on, like he's posing for the camera. Makes me think this Rat King will be very intelligent.

It looks close to the '87 cartoon and Mirage look I think suits the charaer well. However,the rat hand has me nervous that he will not be human. I much perfer this design over Nick's Phantpm of The Opera but I really hope this guy is a human. Something that I think makes the character all the more interesting.

Nice cover, as usual! It looks like Rat King is possibly going the Fred Wolf route and making him a literal king of the rat kingdom. I always thought that was the best version as it sets him up with an actual motivation (to protect his dominion), even if there were some blatant Pied Piper rip-offs. Ethereal Mirage/4Kids Rat King was great, but had sparse appearances presumably because it was hard to figure out what to do with him next. Plus, Fred Wolf Rat King places him in the sewer (if I recall correctly) and automatically gives him a tenuous relationship with the turtles as they have to share living space.
