Rarest set from 2002-2005

What do you consider to be some of rarest sets from the 2002-2005? The line was huge and I feel like I keep seeing toys pop up that I've never seen.
I personally feel one of the rarest sets is the swat 2 pAck with raph on cycle and foot gunner.

TAKARA only used mutation turtle figure to sold in Japan, so they didn't have any normal turtle basic figure.

Leo's shell speeder from the fast forward line should also be added to this list.

The TMNT are placed incorrectly.

Which either means it was a factory error, or someone had opened it and failed to put the turtles in correctly
