I looked at the picture and I can't really tell.

It doesn't look like Hothead but the legs are wrong for it to be Groundchuck...

It's hard to see but from the coloring and the pose, looks like it may be one of those Cow Boys of Moo Mesa figures. Looks familiar, I've seen it somewhere before... it's definitly not a TMNT figure. There are also a few other non-TMNT figures in there like Toxic Crusaders.

That would be cool if Playmates made a wacky action rahzar. If they did, it resemble that. I loved Toxic Crusaders though.
