Factory sealed?

Looks factory sealed but was wondering what everyone thinks. Thanks for your time.

It's MISB (Factory sealed), but has considerable shelf wear and even a tear, which essentially makes it worth little more than a MIB with a loose/complete vehicle inside. AFA wouldn't grade this higher than a 50.

sealed for sure, but I wouldn't grade it.

It is sealed but the tape has dried out a bit, remember that it is 23 years old....I am feeling so old right now.
