Putting the events of Season 8 around two years before season 9. Then again, we don't really know how long it would have taken Donatelo and Carter to study the Vortex Crystal fragments on Carter's microsaw and then build the Demutation Ray and VR simulator.

In "It Came From Beneath The Sewers", one of the kids at the carnival who April tried to get the crystal from said "Three dollars won't buy you didley these days. We're children of the 80's".

In "Once Upon A Time Machine" and "Elementary My Dear Turtle", it is claimed that it is the year 1991. They both sorta took place in the same season. Even though the Europe episodes are from season 7, they actually took place when the Technodrome was on the volanic asteroid, which was seasons 4 and 5.

In "Get Shredder", when Shredder and Krang found out about the Hall of Science from 1964, Krang claims it was abandoned for almost 30 years, meaning this has to be 1993 or 1994.

In "Enter Krakus", Krakus claims he's from the year 2066, then Raphael says that's 70 years later. This must be the year 1996.

Season 10 happened 2 years later than season 8. In "A Turtle In Time", Landore and Merrick time traveled to Turtle Trek and brought the turtles of that time to the current episode. They claim Turtle Trek happened 2 years and 15 days ago.

Based on these facts, the show definitely took place in the 80's and 90's.

All of this jives with my timeline except for the 2066/1996 thing. I get around that because any time a character mentions the distant past or future and uses a big number that ends in 0, I assume they’re rounding for simplicity.

If someone says “that was 53 years ago”, I assume that’s pretty accurate (with a year of wiggle room, give or take). But when character’s say something is 50, 60, 70, etc. years ago, I consider there to be a lot of leeway.

Turtles to the Second Power was season 10. But yes, I agree that there’s 2 years between 8 and 10.

The biggest kink in my timeline is the European vacation episodes. A few of them feature specific holidays that would make those episodes take place over a very long period of time.

Spengler’s episode order disregards most of that and puts them in a way that makes geographical sense for a trip around Europe.

I prefer that and my headcanon/no prize for the holiday stuff is that it’s not actually the right time of year for any of that. Instead, I think Channel 6 is just having some locals celebrating FAKE holidays for April to record to air at later dates, since she’s a member of the Lamestream Media.
