We usually distinguish Vernon's character as ambitious and cowardly but there were his moments of stupidity that is eye-rolling. It's not like with Rocksteady and Bebop where stupidity is played for comedic effect and was part of their charm.

Let's see here, after doing a story of Turtles at an aquarium, he openly expressed disgust while the cameras are still rolling.
