Because he was created as a black man and should STAY as a black man. I don't care if this is a new series. It's like saying Shredder should become a Mexican or April should become Asian.
Shredders a different story, and April can be whatever race the creators of a series want her to be. Bebop can just be a white gang member, it's not like everything has to stay the same.
