Japanese TMNT Cartoon???

All,
At Wizard World East this past weekend, I saw a vendor selling dubbed Japanese cartoons on custom DVD's. One was a two-episode cartoon of Japanese origin...a TMNT one! Does anyone know anything about these two episodes? I passed because of the price...

Also, had NO luck finding any vendor with TMNT#9 as a backissue

(The new series).
