And in AE he did show up out of nowhere, collect the Turtles and Co for vague reasons and tells them to go with him to get the pieces of the BHG with the hope that in doing so they would be able to prevent events from AE from taking place. So if he had revealed that he was the inventor of the weapon that destroyed their planet...they would never trust him.

It may turn out that he is 'King' in the utrom counsel.

You obviously don't know the Fugitoid's reputation throughout the franchise. Oh, and to answer your question, Fugitoid didn't show up out of nowhere, Bishop sent out a distress call for him.

While I'll be on hold about your theory about Kurtzman being an Utrom (although it's VERY unlikely), him being "King" of the Utrom Council is very much a stretch!
