So... what exactly were Eastman and Laird doing when they came up with TMNT?

I'm guessing they needed or wanted to create a new comic book concept or series. But what exactly led them to come up with something like Teenage Mutant Ninja Turtles? One of the first concept art for it has Michelangelo with a Krang lookalike in its stomach. Who even draws an anthropomorphic turtle with a talking brain in their stomach? What exactly leads your mind to THAT?!

...they were either drunk or high, weren't they? Have they actually ever admitted so or been asked about it?
