With nunchakus, it is much easier for a novice to swing them around and create enough general force to break their own arm by accident. I believe it takes 80 pounds of force per square inch to break a bone and a nunchaku can easily create twice as much force in the hands of a master.
Also, how many kids have access to a forge and the ability to make their own swords? Not many, right? How many kids can get rope and two pieces of wood? A lot more. Kids will imitate what they see and it is easiier to make a set of nunchakus than a pair of swords. Now kids never see Leo hitting himself with katanas, but Mikey would do tricks with the nunchakus that looked like he was hitting himself. Sound like a problem?

or Mikey does tricks that if you try to imitate you'd end up hurting yourself.
