do all the dvds skip???

every 2K3 series dvd i've purchased skips!

i thought it was the dvd being scratched so i've exchanged once already but it continues to skip. the image rolls. the entire dvd isn't messed up but it is just really annoying. does anyone have this problem? i want to complete my collection but i don't want to buy dvds with defects. dvds i've got so far that skip are city at war, return to new york, and worlds collide.
