Figures with Collector's Card & Coin

I've recently gotten my hands on a couple of these repackaged figurs from the vintage line. I noticed that some of them have nothing, some have a Collector's Card, some have a coin, and some have a card and a coin. Does anyone know what the story on these guys are? What type is the most rare, least rare? Which figures are hard to come by in this packaging? Any info would be appreciated.
