Your personal ultimate roster for a TMNT fighting game

If the developers of Smash Up knew what they were doing, they would have given the fans a game celebrating the 25th anniversary and incorporating all of the TMNT universes. My question is: If you could design your own TMNT roster, which characters (and versions) would you choose?

Guidelines:

20 characters. Specify which version of the character you would use as their "primary" form. The rest of the versions can be unlocked without requiring another character. For example, "OT Leonardo" would be your primary character, and 2k3, movie, Mirage, etc. would all be unlockable skins for that character.

You can choose how many of the 20 characters are unlockable and how many you start with.
