Sure it is. He was a member of the show's primary cast.
Seriously though, it helps to understand the context of the DCAU and his character development related to that scene. Darkseid brainwashed him years ago and set him loose on Earth, so he is still working to earn people's trust back. Professor Emil Hamilton, who was his longtime friend, has just betrayed him by working with Cadmus and secretly cloning Supergirl to create a superhuman army for the U. S. government. Luthor has been pardoned and is running for president (and is favored to win) while also bankrolling Cadmus. Superman is realizing that seemingly the whole world is against himself and the Justice League and has no idea how to handle it. All the plot stuff this involved was a slow burn that took years to develop, finally coming full circle here.

If you've got some spare time, watch the Justice League episode "A Better World", then JLU episodes "Fearful Symmetry", "The Doomsday Sanction", "Clash", "Question Authority", "Flashpoint", "Panic In the Sky", and "Divided We Fall" (and "Epilogue" as a treat). It's a really cool story arc that tackles the issue BvS was addressing in a much more intelligent way. |

It's justifiable because it's written to be so. In real life a billionaire who appointed himself as a violent arbiter of justice would be unpalatable. You wouldn't know why he's doing it, or anything about the people that he was viciously beating and you'd assume the worst. In fiction, we have insight into his motivations and the workings of the world around him, which has been tailor made to justify his actions.
Like how Joss Whedon characters can be so witty, because other characters set them up with perfect feeder lines. There would be a lot more eye rolling in real life.

I still love to know how Batman's grapple hook manages to always magically hook some building each and everytime and allows him to swing effortlessly from rooftops. Imagine in real life someone doing that and slamming into the sides of buildings/windows or falling down.

I dunno, I'd add Dean Cain to that. He did a pretty good job within the framework of what Lois and Clark was. And he looked the part.
