The final episode in my opinion should have been an all star cast in an epic battle. It would have been Shredder and Krang's final assault on Earth. But that still wouldn't put an end to Krang's rock soldiers. And Shredder and Krang could still theoretically get access to a portal back to Earth if sent to Dimension-X. They were a perpetual threat.
The Technodrome could have been rebuilt. But I think it was the Technodrome's size that caused issues for the writers. What do you do with something that big? The Technodrome is massive. They ran out of places to put it. One of the things I learned from the series is that Shredder and Krang can still do major damage even without the Technodrome being mobile. And that justifies keeping it stuck for a little while. But I think it was on the asteroid too long. |

It makes you wonder, why can't Shredder/Krang come back to Earth some way? The writers treated them as if they were lost in Dimension X somewhere, but couldn't they have just found a spaceship or portal and gotten back to Earth that way?

They didn't wanna go back to Earth without The Technodrome. They couldn't beat the turtles with it. So, they most likely didn't wanna try without it.

Other than killing Shredder and Krang, there was no real way to get rid of them. The writers changed the rules to end the series.
