Very possibly? Cartoon producers. For whatever outmoded reason they often refuse to make shows that appeal to more than one strict demographic. They want to make toys for boys and they want to appeal 100% to that market, instead of trying to expand it. To the point where many shows, like Young Justice for example, are cancelled because they attract a more diverse audience or "too many" girl viewers.
I hope that changes. I love the show, but April's very inconsistently written, Karai's largely been stripped of her agency, and Irma never really existed. The series could use some better representation, and a few girl/woman mutant villains would be a nice addition.

both boy and girls shows (speaking from western productions only) tend to be one sided, girl shows especially is guilty of this.
For example, Monster High's boys are either: "Hurr durr stupid boy (Heath/Clawd) or "just a boy toy" (Deuce or any of the million of boyfriends Frankie had) or "stupid romance problems" (uggh...Gil). the only guy on the show that doesn't make me pull my hair is Slow Mo, and he is just a typical zombie. The only boy characters in girl's shows that aren't that bad are: Ken (Barbie's life in the dreamhouse - this show is way too damn good for it's own good) he has the slightly mad scientist/slightly barbie obsessed. Alistair (Ever After High) this mainly comes from the fact that he hasn't been treated badly yet, but so far has shown that he has some form of competence.

Where as shows that cater to boys can always be counted on to support the Madonna/Whore trope.

She more like the girl of the good guys side while Karai is suppose to be the girl among the bad guys or at least that how Ciro thinks of them anyway, which kind of piss me off because just when Karai start evolving the show like "Nope! Sorry, we can't have you suddenly be a three dimensional character, sweetie."
Well there shows out that doesn't feel the need to cater to a gender demographic or fill a good girl and bad girl quota. Gravity Falls is one of many best examples. Even though protagonists have love interests or desires to pursue romance, the show treats the romance aspect as part of growing up and even let them move on from it, without killing off the love interest. With any other group of writers, the love interest will have to always remain the same and along with zero thought of going past it like a stupid sitcom. I hope with more shows like Gravity Falls, this idea for girls only and boys only will slowly go away and give freedom to creators in making shows that they want to make. Besides Kids themselves don't really care about the toy unless the toy resemble their favorite character . If you only put work in the toy line and neglect the show then no one will care to buy the toy in the first place. It doesn't matter how good the toy is if the show itself is god awful. It's like putting the cart before the horse.

Pssh.
* Girls aren't allowed to be awesome, esp not without being objects. * Creators of media can't understand making awesome women without sexualizing them. * Boobs equals they have to be shown, equals inappropriate for children; people with boobs are not appropriate. * Mother evil/abandonment themes preferred. * Girls are somehow too powerful; explanation needed however. * Too many girls and it becomes poison to male psyche and they instinctively flee in terror then avoid making the needed doctor's appointment to ensure masculinity hasn't taken any permanent damage. Unable to return to the show it must be immediately canceled. * I am being sarcastic. But really, even if not regular characters there should at least be one or two that we at least know of. Giving the impression that no women came into contact with the scattered mutagen is kinda lame. We can pat ourselves on the back to make it feel better and say that no, us women are simply quick enough to dodge it, but really, unless we're in a cartoon where falling things whistle or people always watch everywhere they step, it's bound to happen to some women, too. If they want inspiration for an awesome female character... I'm not even familiar with the game she's from, only from images I've seen online, but Rubi Malone is the kind of character I'd want to frigging BE. Take someone like her for an adult female character and make her a mutant (or not, lord knows the adult human women are lacking as well)... awesome. There's already Snake Karai and April Derp. Big Foot is a natural beast not mutant, but still a she, heh.
And April is technically a half-human/half-mutant hybrid. |

As long it has great progression, and interesting characters with depth and emotional gravitas then who the **** cares? It's an impressive show with outstanding quality that consistent among many others.
If most people on here can't get past it then it's their loss.

It's the reality of any show/toy line with a specific gender target audience. Style guides that specify no female characters on merchandise unless it's the whole group (justice league). TV advertising for a wave of Monster High that only shows the male doll of the assortment in a wide shot.

Ya know the writers at IDW decided to gender-swap Null into a female, so maybe they could do the same with certain pre-established male characters that haven't appeared on the show yet. I could imagine Jagwar or Screwloose as female.

The only reason it's "borderline" is because the Gems are technically sexless aliens.
