Sending pics

Sorry for asking this but I have a couple of questions mainly for the people running this sight:

1: For the pics submitted, are there any rules or guidelines I need to know about sending pics besides the fact that they have to be PG or less?

2: What are the steps to sending pics?

3: Do the pics neccessarily have to be TMNT related?

4: What types of pics do you accept? eg: bitmap
