Questions About the Sewer Lair & Mutants

This question might sound odd, but I always read that the Turtles live in a storm drain sewer. However, in reality, Manhattan has what is called a combined sewer, a sewer system that collects sanitary sewage and stormwater runoff in a single pipe system. So do they live amongst flowing sewage, or just dirty storm water?

Also, regarding mutants in general, were there ever any laws regarding their status as citizens in any version of TMNT? For instance, were they able to get a driver's license, live in an apartment, or be employed by a business?

Let me state that in no way am I trying to reveal flaws in TMNT; I'm simply curious if these ideas were ever explicitly brought up in the cartoons, comics, etc.

Not sure about the first, but in Fast Forward mutants along with aliens are common in 2105. They have jobs, cars etc.
