1998 KB Toys reissue variations?
Do the 98 turtles have 98 markings on the shells? What else was different about the reissues?

If you're asking solely about the Original Turtles then I'm not sure if there are any differences, but here are some variances with other re-issued figures.
Some of the accessories were packaged without any stickers, the Toon Turtles, the Rocker Turtles.... Also, some of the weapons colors were changed, delta Team don, Movie Star turtles, April....

I remember getting the 98 reissue raph when I was 6 or 7 at KB toys and I'm pretty sure he had the same copyright date as the older ones I had from garage sales
