Why the turtles ultimately failed

Donatello has no clear solution to the Technodrome other than to send it somewhere else. So much damage was done to the city that the city will forever blame the turtles even with Shredder and Krang gone. it took many seasons just to maroon the Technodrome in Dimension-X.
