Here's a conundrum;
So the 2014 TMNT movie is most likely just go over breaking even and making it's budget back.
We've heard that if Leibesman is involved he wants to include Casey Jones, Bebop and Rocksteady in a sequel. Let's say that they'll want a decent name to play Casey which will require decent paycheck and with two new mutants most likely portrayed in motion capture like the turtles, Splinter and Shredder it seems that they'll need to increase their budget a fair bit for a sequel.
So basically if the next movie also makes around the same amount of money then with the increased budget there more of a chance they are no longer breaking even.
That's even assuming it will make around the same and not less. Let's say a third (and that's a low ball estimate) of cinema goers walked away disappointed with this movie how do entice them back? More importantly how to persuade people who stayed away this year to give a sequel a chance?
The answer is simple; the sequel will not go ahead.
Your reasoning is absolutely logical, and Bay never pulls the trigger unless he's damned certain of making bank.
It's abundantly clear that the sequel rumor was a stratagey to market the movie, and cash in where they could, ie "you guys better go see this movie because mere making a sequel/ oh wow, they're planing a sequel, maybe it's good after all, I should check it out while it's still in theaters"
Outside of that, If Paramount did go Turtle Heavy in their spend for 2016, they'd be competing with themselves again given the TF5 plans, which didn't work out so well this year, so a repeat isn't likely.
Not to mention, 2016 could be the impending superhero implosion George Lucas mused about a while back.

The slate is crazy, the market saturated, and after Bat/Superman, well...
I wouldn't be surprised if they went for a reboot, claiming a false start in 2014.
I'm sure most fans would give them a pass. I'd certainly welcome a return to the source material.
The game is to tight to lose.

Yep as it gives a chance to correct things in the first movie that didn't work well. Or at least, give an explanation as to why;
1) Splinter can learn ninjutsu from a book. Is it the mutagen coarsing through his veins making him a super-soldier who can pick any move up.
2) Splinter isn't as important to Shredder as the turtles? As he had the same mutagen in his body, was there a difference between the species that made Splinter useless? Was it specifically reptile DNA? Why is that?
3) The origin story was without Hamato Yoshi. I still think they could include him in Shredder's backstory.

If they are trying to fix the problems of the first movie they'd be better off acting like the horrible origin story never happened. Any time spent trying to go back retcon any sense into it would probably just come out contrived and compound the problems. They broke it, but got away with it. Just move on and don't acknowledge it.
I'm apathetic to this prospect.

All things I've been waiting for in live action with the TMNT since childhood.
2016 is the last year I'll be pumped for any kind of comic book movie. With the complete over saturation of the genre, particularly with Marvel Studios pumping out even the smallest of properities ... impending implosion or disinterest in the genre looms heavy IMO.
My inner child calls it a day in 2016 when I see a proper sequel follow up to a TMNT film, and finally get to see the dark knight, and man of steel at the same time on screen squaring off.

Those all kind of contradict each other though. It's gonna be another 90-minutes-max movie and they have a lot to do. They're not going to be able to do ALL of that effectively. It's likely going to be rushed through once again, with character development once again being kept to a bare minimum.
