Did the backlash cause them to backtrack on aliens Turtles and white Shredder?

I have this crazy theory, we all know the foot captures the Turtles right? okay what if when the Turtles were pre mutated, Sachs had something to do with their creation/mutation? remember ''That's what your father and i were trying to do, create heroes" and accident happens and the Turtles and Splinter escape, now years later after April first encounters the Turtles, she happens to know Sachs, and she goes to him for answers, and he finally tells her about the Mutagen and the Turtles and everything, now Sachs is aware of the Turtles, what if he sends the Foot after them to finish what he started or to experiment on them, and inspect how the've grown over the years, and he claims they are his property now, basicaly he captures the Turtles because they were his specimens, so.. how'd i do!
