What exactly did Venus do to Shredder in Next Mutation?

I first thought Venus "erased" Shredder's memory, but in his final appearance, he was acting like his villainous self. I find it odd he was hanging around with Splinter and the turtles. Was he too weak to fight them?

I know Splinter is supposed to be noble and all, but helping the man who murdered his master is ridiculous.
