Exactly, it's a regional thing.

Now would the TMNT always been in NYC had the real TMNT (or original TMNT) already had a connection to them? Probably not. They likely would have just made up a place. But since NYC was already there and established it made sense.

In the UK, Doctor Who is always saving England. The bad guys always go there.

In Japan, Godzilla and friends always go there.

Same deal here.

Less interesting if they attack Tulsa.
