Was "City at War" the end of ambitious storytelling for Mirage?

Exactly, I was thinking about this earlier today, there were no "complete" volumes after 1, just failed attempts, that's why mirage continuity is so screwed up, I enjoyed volume 2(

) and wanted it to continue, well it didnt, and volume 4? Well, that's canned too. And PL telling us volume 3 is non-canon? It's odd, really.
I know look at idw as the definite continuity, even though mirage started it
