I think it's self evident.

TMNT needs little marketing. A single photo leak of a Halloween costume is front page news. They know this, so why spend on an extended media buy when you don't need to?

Secondly, TF is a proven franchise, and currently, sequels are outgrossing their predecessors more often than not. Having the two tentpoles compete in a very saturated summer market means splitting the take.

They want to compete against other studios offerings, but clearly not themselves.
Therefore, they need to build hype for TF first, which is happening now.
