Honestly, it's all a little fuzzy in my head, but that's the reason why some cartoons with ensemble casts don't feature every character (or at least give them speaking parts) in every episode of a series.

Hence, I'd guess some of the members will have non-speaking parts or else be "Frank Welker" type voices that includes a lot of grunts and growls.
But still, It makes you wonder who Minae Noji is voicing, Hopefully its someone important... to the fans.

Yeah most likely most of the mutants won't have speaking roles. Spiderbitez especially won't have his VA so they'll probably just grunt.

According to 1987 cat interviews it was a maximum of three different characters per actor. This will include one scene background characters who have a line or two but as you say Welker's wolf howls would not count towards the limit of 3 without a higher wage per episode recording.

Remember the episode where Baxter Stockman as a fly only made buzzing sounds and didn't speak, even when Fishface asked him something?

I remember later Ciro said they can only use a certain number of voice actors per episode, and since Baxter had the least lines in that episode they just gave him buzzing sounds instead of using his VA. In the next episode Baxter was in he spoke normally with no problem.

You see this in other shows all the time that have a huge cast of characters. Some of them just stand in the background without speaking roles, even if they're fighting or part of the action. Its so the writers can "show that those characters are there" but they don't give them any voice roles.

A number the actors are not just a random stable of voices they have on the nick lot. And some of the voices they have can't be their on a regular basis. So if Phil Lamar can't come in to record an episode, then they have Baxter Stockman just make buzzing noises. Which would make sense as he is sort of losing his mind.

Louis Black of the voice of Spiderbites as an A-List comedian so odds are they can only bring him in the few times they really feel the need to use Spiderbitez. If he is part of the Mutanimals then yes they would likely did what they did the last time they had snakeweed on the show and just have him not speak.

However Spiderbites and Snake weed aren't really evil so other then blaming the turtles for their mutations they are more selfish then villainous. But then again TMNT has had its share of villains that appear once just fade into non-existence.

Which could the case of these two as we know Snakeweed was kidnapping people to turn them into fertilizer. And while they were hinting his heart is what could due him in, it is possible that with out access to human fertilizer he just withered away to nothing. Same with Spiderbites, we don't know what he survives on, though I can see Stockman crapping his pants in fright at the idea of a giant mutant Spider.

Snakeweed and Spiderbytez are the two I'm hoping show up, especially Snakeweed and hopefully this time, with a speaking role.

Back in the OT's time yes it was cheaper to have the main voice cast to do more then one voice character in an episode or the show itself.

Such as Cam Clark being the Voice of Leonardo/Rocksteady and extra voices.

Barry Gordan again Voice of Donatello/Bebop and extra voices.

Rob Paulson was voice of Raph/Zack/ Donald J. Lofty and extra voices

Townsend Colman Mikey/Krang (on one occasion)/ and Shredder and extra voices.

This is also something that's done to an extent as well, though less with a main cast group. Such as Eric Bowza playing the voice of both Tiger Claw and Hun. But even then this is done sparingly unless the voice actor has the chops to do more then one voice.

Such as Seth McFarland being the voice of half the cast on Family Guy.
Chris Sabat being a number of voices on DBZ.
Heck if you watch Bleach you can make a drinking game out of trying to find characters and extras who are voiced by Vic Mignogna.

Spoiler:
So.....the Mutanimals in the Nick series are:
Slash (IDW and Archie - honerary)
Leatherhead (Archie)
Pigeon Pete (IDW)
And Dr. Monkey Brains Rockwell (Just Nick)

Odd that they seem like a blending off all the Mutanimals (er...both) teams...aside from Rockwell.

Now if only we could get MORE Archie elements.

Mighty Mutanimals episode CONFIRMED!

Next Sunday, as of the 8th of March, 2015, the turtles are taking New York back from the Kraang! And what is this? Slash, Leatherhead (whoop), Monkey Brains/Dr. Rockwell, and Pigeon Pete are returning and are a team called the Mighty Mutanimals! All we need now is Newtralizer, please.

So who wants to bet Napoleon Bonafrog comes back and joins the Mutanimals, as well as Mondo Gecko when he comes?

I'm surprised we didn't see Spiderbitez since he was another "good" mutant who has no reason to be evil.

I didn't care for Napoleon in the least, so they can keep him. Genghis was by far and large the more interesting character. I'm certain that Mondo Gecko will join up, he seems to be a consistent member, similar to Leatherhead. I would love to see Ray Fillet join up at some point, though I don't ever expect to see Jagwar or Dreadmon in any version of TMNT ever again.

Just realized something, Dr. Rockwell seems to be the only one so far who started out as human, while the other 3 started out as animals. In the comics there were both kinds of mutants in the mix too.

So it seems that the reason Pete wasn't used since his introduction up until now, is that the writers really could not think beyond the "Pidgeons like bread" joke they introduced him with.
