It bugs people mostly because it just didn't
work - none of the villain characters got the kind of development they needed for the audience to care about their stories. The producers were more concerned with cramming in as many fan-servicey characters as possible and planting seeds for future movies than they were in telling a good story, and the reaction the movie got because of it is why those sequels/spinoffs got cancelled and Sony went to Marvel hat in hand.

Plus cameos & smaller villain/future villain roles for Norman Osborn, Felicia Hardy, Alistair Smythe, a villainized (and male-ized) version of Dr. Ashley Kafka, Donald Menken, and heavily teasing the Sinister Six
long before that kind of team-up could be earned.

Well, no, they haven't "always" been present at all. They're fun characters when handled right, but they're not necessary ones - and honestly, odds are they won't serve a purpose here other than pushing the fan-service button. There's a time and place for that, but in a movie already crammed full of characters, and being a sequel that has a
lot of work to do to make up for the mistakes of the previous one... I just can't see them helping much. Aside from making some audience members yell "HEY LOOK, BEBOP AND ROCKSTEADY, I REMEMBER THEM". But that isn't a
story. It's a cheap way to drum up buzz, and that's all.
And besides - henchmen or not, the more characters you have running around, the less time there is to spend on the characters who
need it. And in TMNT's case, the key characters were already underserved in the first movie. Except this time they've got six or seven villain characters to juggle, another "new" hero character in Casey Jones,
and a bunch of shoehorned-in celebrity roles? I'm glad you're confident about this, but what of this production's history makes you think they'll handle this any better than they did the last one?
