Check out this good interview with Brian Tee, He talks about his career, Being in Tokyo Drift, Jurassic World, and talks a little about TMNT 2, He doesn't really reveal anything specific about this Shredder, He also explains the backstory of the 1st film. He also happens to be half Japanese, Half Korean, And he used to dressed up as the Shredder when he was a kid.

You can sometimes have villains be relatable, When they have justifiable reason, But this is the Shredder, I don't know how you can make him relatable.

Kinda like all the stuff that would make the turtles relateable in the last movie?

I remember a few of the actors talking up the whole idea that the turtles would feel alienated from the humanity and that was a major theme of the movie. Either they were blowing smoke or it all ended on the cutting room floor.

Quite frankly "relateable" could mean anything. I mean not being in shadow all the time and having more than a handful of lines makes him instantly more relateable than how the character was in the last movie.
