What old notable 90's characters have yet to debut in Nick

It seems like Nick TMNT is going down the checklist of all the old characters from the 90's and having them debut in the show, even if they only ever appeared in 1 episode before like Mona Lisa, Mutagen Man, Muckman, etc. They're even going as far to bring Lord Dregg back. Not counting generic mad scientists, gangsters, or the toyline characters who never appeared in the show, who is still missing?

- Tokka. I wonder if or when he might show up at all. Might be cool to see him fight Slash.

- Groundchuck and Dirtbag. These two are treated as a set, so if they appear at all it'll probably be both together. They were in the Planet of the Turtleoids 1 hour special, a Season 7 episode, and in TMNT III for NES.

- The Neutrinos. They're like the last big Fred Wolf characters yet to return, and even IDW has brought them back. Given next season takes place in space I'm surprised not to see them.

- Tempestra. She was in 2 episodes of the OT, might be cool to see her with Savanti Romero as a demon rather than a videogame character brought to life.

- Wingnut/Screwloose. Again, we might see them in space in Season 4 since they're aliens.

Usagi is a crossover character and he doesn't count as a TMNT character as much as I would love to see him. Ninjara might be owned by Murphy still, since IDW didn't use her for Alopex. Man Ray should show up though.

And Lord Dregg was a villain people asked for? He's seen (wrongfully) as the reasons the OT was cancelled. Give it enough seasons and Venus will make an appearance, if the show is still on the air by S7 they will have run out of many ideas so I can see them bringing back this controversial character. Of course she wouldn't join the cast, she could be from another planet/universe whatever but I'm betting it's inevitable at this point.

I don't think Usagi was ever agreed to be appearing on TMNT. The creator wouldn't allow Usagi to be used. We've only been told to wait and see and that things may change in the future.

I really do not want Venus to appear. I don't think she will appear either. The people who make the show know how hated she is and they possibly (more than likely) do not like the character either. I doubt that she will appear since they already referenced her when Raph painted the picture of a green lady with the word Venus on the van. Unless they completely change her design like Mona I can't see her appearing. Her original design was just wrong and creepy. I find it very unlikely that another mutated turtle would end up looking the same as the brothers.

I really like what they did with Mona's design. You can tell that she is female without giving her long hair, lashes and breasts. They did a great job with it. I never liked the idea of female mutants having hair. It never made much sense to me since whenever males mutate they never keep their hair, unless they're mutated with a dog for example. The same thing goes for Karai's mutation. I like that they can keep them looking feminine without it being obvious. When the picture of Raph with Mona on the book cover was first posted, people already suspected that it was a female. I just have applaud the people who made her design.

I could see Venus working in this series if her background is changed, and how many kids actually know who she is? Older fans dislike her, not the younger ones new to the franchise. Personally, if they end up dimension hopping, why can't they meet a female mutant turtle named Venus?

I don't get the hate for the character because I liked her back then...since I liked magic stuff. The character had potential, just poorly executed.

I would have more likely gotten behind the V world if it wasn't badly copycating a character created before (not to say the Mona Lisa having a sigle episode and not to appear again smelled unfair enough and that /she/ was originally going to be a female turtle [with eyelashes and a love interest (minnie mose? Oh hell no I don't ever wanted her to be like 90s 00s Amy Rose, phew, Mona wasn't like her turned out, *wow, relieved)] but Laird and Kevin put
their foot down and didn't let that happen.)

Dregg wasn't asked for because he replaced Shredder and Krang completely. Not to mention that the difference between him and Venus de Milo is that he was useful. He was the antagonist, so he obviously was useful. Venus de Milo? She's a complete game changer that wasn't necessary to the plot.

I can see Venus working...if she is a villain, maybe a spy that pretends to be on the Turtles' side.

One good looking female mutant would be nice.

Mona Lisa has already been confirmed for Season 4, I would love to see Usagi, But they would probably have to ask Stan Sakai for permission to use him

Considering they introduced Rahzar completely independent on Tokka, there is always a chance Dirtbag and Groundchuck are introduced independently.
