Parents don't give a f*ck about the turtles being naked. If they did, the turtles would be wearing pants in the show, and comics too.

Also, the lower parts of the Turtle's plastron shell scutes cover up their so-called naughty bits anyway, and these are just CGI done Turtles.
So with that stated, I'm still not seeing as to why they even need to wear pants in the first place for the second movie.
