Probably not. That silhouetted creature doesn't look like in the concept art. Even if it is, they might have Kevin Conroy voice him.

That concept art was from a few years, Ciro could have changed the design.

But looking at it, I think there is someone else with him. It looks like Donnie has caught someone in mid flight. Hard to say who - but it looks like another of the Turtles, but it could be Casey.

My guess is that The Arena of Carnage will show that Triceraton rebel from the 2k3 series. And maybe it has a subplot of April, Casey, and the Fugitoid working on a rescue mission.
