Shredder looks badass in this. Mostly due to Brian Tee's performance.

Is it ever explained why he tried to to poison the city in the last movie though? You've mentioned how Sacks is ignored, so is it still the "stupid rich" reason?

Seems to me based on your descriptions and a few tid bits I've picked up around that Shredder fills a similar role to Loki in the first Avengers movie. He liaises with an other worldly benefactor, gathers henchmen and resources to open a portal for an invasion of Earth. Sounds a reasonable enough role except in that movie Loki also had his relationship with Thor which gave the character some depth as well references to his backstory from the Thor solo movie.

I tend to think characters work better when we know how and why they do what they do. That's not true for every character as I think the nature of Krang as an alien warlord we can easily accept as evil and doesn't need much in the way of motivation but people called foul with the last movie completely eliminating Shredder and Splinter's backstory which always brought more of a sense of drama. Heck it was a significant element of the 80s cartoon to so there's no reason not to have it.

Frankly the possibility that they are open to putting this in a hypothetical third movie seems slim when they can't even use the character's real name. He may have a bigger role where he actually does something but it seems a strange state of affairs that they want to use the character for his marquee value but include little of what makes the character popular in the first place.

I would tend to agree that I don't think they have much in the way of creative plans for a third movie. Seems to me they've used up all of the Blue Door ideas and to be honest as has been discussed before they've used up all the nostalgia draws. What's left of the Fred Wolf characters don't carry anywhere near the same pull and are conceptually poor "big bad" villains in a Michael Bay movie.

No. There is no opening animation. It just starts with the turtles hanging out

Is it one of those things where they do the delayed Title Card? show an action scene, and then the Title appears?

That's the only part that really felt out of character. The Raph and Leo conflict is better in this movie than last time. Raph goes against Leo's plan and it causes a big problem.

No. It has nothing to do with money. It's all about bringing the Technodrome in so Shredder and Krang can dominate the world. They don't reference much from the last movie except the turtles defeating shredder.
