I do believe that was an officially license japan only toy. However, it seems to be missing just about...everything.

That is one of the very few 94~95 era japan exclusive mini-mutants set... ...that one is called super trailer as showed on the side of the trunk. The set also comes with a mini turtle van:

the only way u can get it now is from yahoo japan IMO, when u see the nex one pops up on ebay someone else is gonna drop 250$ i beg u.

Yea! I've been looking for it as well. Almost had one when I got my other Japanese exclusives many years ago. But unfortunately my connection dried up before I completed the deal.

It's always been a dream of mine to have old toon lego sets, and this is probably as close as we'll get... then again if Nick goes back to the old toon they do have Lego as a licensee, for spongebob anyway... who knows?

I believe there's only three, the party wagon, the sewer, and the turtlecopter. I knew about the party wagon for a few years but never knew about the others until a month ago. I think it said 2 figures included in that one. I have no idea if the mini figures are cool or just green lego pieces.

Dayymn I've been looking for the Sewer Lair and Turtle Copter. Great find! The turtle figurines from these sets look almost identicle to Lego brand mini figs. The differance is they come in solid dark green and the legs are a little different. They come with a sticker sheet so you can apply the shell and masks on them.
