It's Nick concept art for season 3 done by Ciro Nieli. He provided it for a TMNT Expo in cali. & it's Ross Campbell you're thinking of, not Ross May. May was a Tales writer. Easy mistake, though.

The caption for the Turtles in their new outfits with weapons and such says this:

Yes, that concept art was the only bit of the upcoming season they have divulged. There was also a concept art that was posted on the displays for the concept art for a villain showing up in the first episode of the 3rd season known as "The Creep".

I don't know much about this character except it's a man shaped zombie like pile of Dirt and Moss. And apparently he grabs people by the face and throws them. So Donnie has someone else to add to his face grabbing trauma. And also this villain steals Casey's mask it looks like.

I noticed Donnie has his mutagen tracker. Maybe that's how he comes in contact with the turtles.

I don't think the whole 'Karai takes matters into her own hands to rescue Leo' is true. I did believe it but after the clip, I wasn't sure. I looked up Nickelodeons schedule and saw this as the description for the episode.

Yep, nice find indeed. Makes sense for Leo to get captured due to Karai's vengeance which leads to guilt and has Karai staging a rescue for Leo. Now I know why this episode is named "Vengeance is Mine".
