It's Turtle Titan Mike. You can tell from the hook that comes with it, and the figure looks to be the same shape. The green glow must be something reflecting on the blister

What's really sad is that it looks like those knockoff Turtles are better articulated than the real figures.

The "knock off" turtles seen with five turtles on the cards have started showing up in the dollar store in Canada for about $2.50. I know the manager of the Dollar Store and asked him about them and he was able to order them from China. They just round out the collection. But many people are paying too much for them on Ebay if they are going to show up as bootlegs in our stores!
