Yeah Karpo, there has been a few. I think 3.

I guess they just haven't come to Finland for some reason.

They are semi rare as best as I can tell. Maybe they did get released and you missed them? Or maybe they just didn't do it at all. It's tough to tell what nintendo is thinking sometimes. Their strategy baffles me at times.
(Yet I own all of their systems anyways heh)

Could be, and if they are rare that might be the reason why none gets here.

I know one for sure isn't rare but it didn't get released for sale or anything. It was a promo for anyone who bought a GCN in the summer. I personally don't see why they didn't just release it like that monthly PS2 demo disc. It was a good disc too. Billy Hatcher, Sonic Adventure DX, Soul Calibur II, Viewtiful Joe. There's also supposed to be one given to anyone who pre-orders Mario Kart: Double Dash!!. I've noticed Nintendo is really starting to step up in the pre-order promo area. The OOT disc with Wind Waker, Special Star Wars disc for Rebel Strike, Water gun for Super Mario Sunshine, Link cel art for Soul Calibur II. Now there's talk about the Mario Kart promo disc. My guess is we'll be seeing a MM disc with the next Zelda game!

They sale a demo disc containing Soul Caliber 2, Billy Hatcher, Sonic Adventurre DX, Vutiful Joe, and something else. I saw it at Circut City and got it. It's the same as the one at store displays.
