I doubt B & R were gay, but I will say that they seem more comfortable with their anthro animal selves versus how they might felt about themselves as the humans they once were.
Animals aren't really self conscious, and they don't see any need for clothes; maybe Bebop and Rocksteady got around to feeling the same, or as another poster stated, maybe their mentalities changed due to different writers working on the comics.

I'm going to go with the theory that they were just really, really stoned. I mean, look at the amount of chips they're buying:

Though one could probably make an argument for Rocksteady flashing (heh) some bedroom eyes in the next panel. Poor Donnie has that look of "what has been seen cannot be unseen"

Sadly, not everyone's a bodybuilder. There're other ways to get in shape though like bike riding or jogging.

Seriously. You can be 100lbs. If your body fat is 32% and your muscle tone is 23%, then you're not healthy and will have a horribly uncomfortable old age once your muscles atrophy, your spine and joints become riddled with arthritis, your tendons and ligaments disintegrate into a fine powder and your bones start to lose their density.

So, no, people don't need to be able to press 700lbs, but a person can't be "healthy" unless they strength train. I don't make the rules, I just explain 'em to people for a fairly nice commission.
