I'm pretty sure the mask is a stunt double or a background character. It's probably not literally a mask in the movie. Rather than try to find a dozen actors with that sort of facial structure, they'll hire extras and stunt men to stand in the background to fill out a scene.

they look kinda hilarious looking

,but the same time megan fox does look decent unlike her past work were she dresses up like a teen model,here she looks like a regular woman,all i'm hoping is a decent tmnt reboot movie....but i will not judge a design till i see the trailer/movie too see how it work's.

If you compare it to the symbol that the foot had in the original movie you could see some similarities.

That alone sort of confirms that these guys are "The Foot", or at least associated with them - doesn't it? I'm a bit concerned about the look being military and thus, assocated with the crap script / Schrader...however, did that version of the script have "the foot" related to anything Japanese? If not, then maybe this is a good sign?

No, I don't think the Foot was Japanese at all...
Perhaps they took the easy way out and Just made Shrader into Shredder, and left the Foot as a military unit, hence a level of Japanese influence. Or maybe these dude are 'ninjas,' and this is just how they dress. Or maybe they didn't change Schrader and the Foot at all.

Then why would they have Japanese characters on these uniforms? Weird.... Perhaps these guys are the foot, dressed this way for only 1 particular scene / operation where it would be applicable?
