if you're asking if they're legit yes they are they sold tuns of these @ toys r us some years ago I have a donatello as well as one of the rat king.
It should be noted though that the backgrounds are just random ones and not the ones from that actual moment in the episode.

I don't doubt the legitamacy, I've delt with this seller before. I meant, when and where they were sold and for how much. Film cells are interesting collectables. I have a few from the Ewoks cartoon.

They were sold at Toys R Us originally for $19.99/each. However, there were TONS of them released and they ended up going on clearance for as low as $3/each I think.

At the very end, one Toys 'R' Us was selling them on clearance for like 79 cents a piece. I picked up a few then, but they were really bottom of the barrel cels. I think this hurt the resale value of these cels. Even today, they don't go for much and are pretty common to see on Ebay.
I would sell some of mine, but I didn't keep any "in the package". Damn!

I saw them once, but all they had left were Irma...
